According to my server logs, Ignorant guy is using Mediacom cable in the US. A quick check on DSLReports shows that they appear to have some quite serious network problems including massive packet loss and poor bandwidth no matter the protocol more than anything else.

If they are really throttling SSH and FTP, then they're pretty incompetant as an ISP. Good bandwidth throttling/shaping will never be noticed by normal users, only those trying to download hundreds of gigabytes of data 24x7. Only bad/incompetant ISPs throttle regular user traffic.

Complain to the ISP. Complain to the landlord. Complain to the BBB. Get your neighbors to complain, if it's really that bad. Refuse to pay your internet surcharge if the service is not fit for service.

Forgot to mention:

Internet is included with my rent. NO bills, nothing warning me about throttling, no small print.

After I complained, they put something on there about Kazaa and Bittorrent. Which I guess completely explains my port 22 SSH traffic, and port 21 ftp traffic, being throttled.

GENISU!

"You’ll also note that the only people who ever complain about shaping are those pirating content."

Try again. I can't ssh into my school to do my homework from my home internet connection. X over ssh? Pipe dream. I'm talking about 3 days to load firefox. No, that was not a typo.

I'm downloading git and rpm right now. I know it's easy for you obviously brilliant people to get those confused with some made up person downloading Jenna Jameson over bittorrent, but those are pieces of software I literally need for work and study. Guess how fast they're downloading? Git: 4K, rpm: 2K. Dial-up would be faster. In 1996.

So I'm complaining about it. Sure, it's just some guy's blog. But at least it's visible. I'm being picked on, strawmen software pirates are using to justify the practice, and people who want to sell me useless crap, who have fooled people into thinking they will get an eventual return on their investment and thus have the kind of money an ISP needs to keep their head above water, continue to laugh at my misfortune.

Your analogy was almost complete. Let's make it accurate- let's suppose the person swerving all over the road was Paris Hilton. ISP throttling is setting up detours so all us lowly commuters have to find another way to work so she can survive to get on TV the next day and tell us not to drive drunk as a community service.

Now it works great.
